Haysi Release or Transfer

Haysi participates in the same four-facility SWVRJA system as Duffield, Abingdon, and Tazewell. A Wise County arrestee can be housed within that network even though the arrest, court case, and jail building sit in different localities. If a person leaves Haysi for Duffield, regional custody continues. If the person leaves for VADOC, state custody begins or continues. Neither event is a return to the community.

Community release can follow bond, recognizance, a court order, dismissal, time served, or sentence completion. Another authority can also take custody on a hold. The word “released” by itself is too broad, because a database can use it for release from one agency even when another receives the person. The destination and receiving agency supply the missing meaning.

Verify Haysi Release Records

The official current-inmate gateway is a present-custody tool. It is not a public archive of former bookings. No official SWVRJA release tab, retention window, or update cadence was verified. A name that no longer appears therefore supports only one narrow statement: the current locator did not return the person at the time checked.

A stronger search keeps the systems separate and records the time of each result.

1. Search the current SWVRJA gateway with the exact spelling and known identifier.
2. Check Virginia Jail VINE for a local or regional custody-change event.
3. Use the correct Wise, Norton, or other committing court docket to read the operative order.
4. Request the Haysi movement and release event from SWVRJA, including code, time, and destination.
5. Confirm a named receiving agency before describing the person as out of custody.

Request Haysi Release Details

A precise request reduces the chance that records staff search the wrong person or building. Give the full name and aliases, date of birth or booking identifier when lawfully known, arresting agency, committing court, case number, and a narrow date range. State that Haysi is the expected facility, but ask for a search across all SWVRJA buildings if the location is uncertain. Regional movement can make one-building wording too narrow.

Ask for the existing admission, booking, movement, and release-event fields. The most useful items are the booking number, booking date, building, event date and time, release code, legal authority, destination, and receiving agency. Request the routine adult booking photograph only if it is needed as part of the identified booking record. Protected medical, victim, juvenile, and security content can be redacted while nonexempt portions are released.

A change in building or custodian during continuing custody.

Release code

The agency's category for how that booking ended.

Receiving agency

The authority that accepted custody after departure.

Under Virginia FOIA, an eligible requester may seek reasonably specific records. An agency may charge its reasonable actual cost and may ask for clarification. No universal SWVRJA flat fee was documented, so request an estimate before costs exceed a stated limit.

Haysi Facility Contact Route

The SWVRJA contact page is the official route for current facility details. Research identifies the Haysi location below, but it does not establish a reliable building-specific telephone number. Use the Authority directory rather than borrowing a number from a commercial listing.

Release-record requests go through the Authority's central public-records channel. On the research date, the SWVRJA FOIA page listed Melissa White, P.O. Box 279, Meadowview, VA 24361, telephone 276-739-3520, and mmwhite@swvrja.com. Recheck the live page before filing because an officer or routing address can change.

The Wise County Sheriff is the custodian for records it created, such as a sheriff arrest report. SWVRJA is the logical custodian for Haysi admission, confinement, movement, release, and regional-jail photograph records. The relevant clerk holds the court order and disposition. Sending each request to the office that created the record avoids a circular referral.

Wise and Haysi Custody

Wise County's jail geography is unusual. The local services guide points adult jail users toward SWVRJA Duffield, which sits over the county line in Scott County. Haysi is another regional building. At the same time, three VADOC facilities are physically within Wise County. Location language can therefore mislead unless the agency and case are named.

A person arrested in Wise County belongs first to a local-case search involving SWVRJA and the Wise/Norton courts. A state prisoner assigned to Red Onion, Wallens Ridge, or Wise Correctional Unit belongs to a VADOC search, even if the prison lies in Wise County. A Haysi booking should not be searched as though Haysi were a state prison. Likewise, a VADOC discharge should not be requested from Haysi merely because the person earlier passed through a regional jail.

Haysi Release Evidence Order

Use each record for the point it proves best. A signed release order is strongest for the court's authority, although processing can occur later. A facility release event is strongest for the actual departure time. A receiving-agency record is strongest for a transfer. VINE can give prompt notice, but it remains a notification service. The current roster proves only what SWVRJA displayed when searched.

Preserve the source, retrieval time, person identifier, Haysi or other building name, status wording, event time, and destination. If the court docket and facility event conflict, contact both custodians. Do not choose one merely because its result is easier to find. If no destination appears, say the person left the displayed custody system and the destination is unverified.

Note: A missing name is not a release type, date, destination, or proof of community return.

Haysi Release and ICE

A detainer can cause Haysi to end its custody while another authority immediately receives the person. An ICE transfer is not release to the community. Ask SWVRJA whether the destination field identifies immigration custody, then use the immigration system for the later event. The same principle applies to BOP, the U.S. Marshals Service, VADOC, or another jail.

ICE's official resource page states that its public locator includes people currently detained or released from ICE custody within the last 60 days. That limited window belongs to ICE, not Haysi. Older records leave the public extract, so no result after the window does not disprove a past immigration transfer or release. Counsel, the immigration case, authorized records, or ICE FOIA may be needed.

Haysi Release Notification Boundary

Virginia Jail VINE adds a time-sensitive clue when someone may leave Haysi, but it works best when registration occurs before the event. Open Virginia in VINELink, match the person by the identifiers and participating agency shown in the live interface, and read the exact custody wording. If a Haysi or SWVRJA result reports release or another custody change, preserve its event time and facility label. Then contact the Authority for the destination because the notice may not distinguish every internal move, detainer pickup, or receiving agency.

Registration follows the matched local or regional jail record. Choose one of the delivery methods offered by the current Virginia screen and complete its confirmation process. Virginia's official material ties a PIN to telephone alerts. Calls may repeat until the recipient enters that PIN or the stated attempt period ends. Email and text should not be described as requiring a phone PIN unless the live interface expressly says so. Contact details and a PIN should remain private.

A move from Haysi into VADOC custody crosses a notification boundary. VADOC uses NAAVI for its eligible state-custody notifications and states that this service is not connected to local-jail VINE. The Haysi registration does not automatically follow a person into the state system. A transfer notice can therefore close one notification context even though the person remains confined. VINE is not the custodian of Haysi's booking or release record. It also warns against relying on the service as the sole source for safety or legal decisions. Use the alert as a prompt, the SWVRJA event for the actual departure from regional custody, the court order for the judicial basis, and the receiving system for what happened next.
